The way I use to find such is looking in [Useful Prolog references](https://swi-prolog.discourse.group/t/useful-prolog-references/1089)

In there is a section for Papers which has [Publications about SWI-Prolog](https://www.swi-prolog.org/Publications.html). The paper is in there if it is the paper I am thinking you are referring.
