As Discourse the company does the updates to this site, many of the changes noted in the release notes have been applied days, to weeks ago.
This is just announcing that the release is out of beta.
My personal take on this since Discourse continuously updates the site is that I don’t view moving out of beta meaning the code has been thoroughly tested, but that before the version was started a set of goals to accomplish were set and that this marks the completion of that set of goals.
