Prolog interface to Windows "Text to Speech" and "Speech to Text"

Does anyone have some Prolog and C++ code that handles the interface between Prolog and windows 10 “Text to Speech” and “Speech to Text” routines?

What I am looking for is the Prolog code and the C++ routines (including all include files).
Having some instructions on how to compile the C++ routines and how let Prolog know where the routines are would be helpful.
